Is there an aguamenti charm in game?

i found multiple basin with a little dragon statue behind it, so i wondering if is there aguamenti charm in this game?
i read it on wiki aguamenti wont be thaught to any student unless they are sixth grader, perhaps that'd be the issue since im playing a fifth grader student? :(
and yes, im expecting patronus charm, and i havent find a way to cast it, is it not available?

If you donno what the dragon "basions" are for then your very easily into the game and it's best we don't tell you, being it would be a a spoiler

But a heads up, you can see all spells in the spell tab
