There are more people outside of any given country than there are in it. All other things being equal, it's more likely that someone outside the country will be the best at a specific activity than someone in it.
But I'll take you're answer as a transition for my point :
For pretty much everyone that think that this fictional universe care about being wealthy or learned, you're speaking about a universe where wizarding come from "talent" not education and everyone and his grandmother can use flying items and teleport.
So... Yeah, being rich, poor, learned or ignorant mean nothing.
After all HP grew up under some stairs with a quite poor education and pretty much instantly became a talented rich guy just by crossing over to the wizarding world.
