Missing field guide page in highlands

Hi! I'm trying to complete my challenges but am stuck on finding the last highland field guide page. I have gone over the map multiple times both by searching for its icon and by broom trying to ping it but it is nowhere to be found. Are there any field guide pages that need triggering before showing up? Or could this be a glitch in my game?

Check for flying pages and moth paintings. Those don’t have an icon on the map.

Edit: unless you’re speaking about develop pages specifically.
