Report a translation problem
I had to verify my game files and when I loaded back up it was no longer Blurry, but my performance seems a little worse than it use to be. You might try the verify files though.
I did that too but it did nothing.

4. If all above doesn't solve the problem, try doing a clean reinstall of your graphics drivers or try the studio drivers.

I also suggest the following for general performance and stability:

r.Streaming.LimitPoolSizeToVRAM=1
If you have a video card with 10gb of VRAM change r.Streaming.PoolSize to 3072.
If you have less VRAM than 10gb set it to half your total in megabytes minus 1000. For example for 8gb VRAM set it to 3000. For 6gb VRAM set to 2000, etc.
You can also add this line:
r.GTSyncType=1
HOWEVER, this will basically just improve interface slightly at the cost of performance so isn't really a performance increase. In my experience, I don't notice the controls being unresponsive so much in this game, and the change this setting makes to that is tiny and not really significant. However, I do notice significantly worse FPS and stuttering with this on, so I recommend leaving it out.
In the same engine.ini file add these lines to the bottom:
[ConsoleVariables]
AllowAsyncRenderThreadUpdates=1
Many suggest also adding these lines below that:
AllowAsyncRenderThreadUpdatesDuringGamethreadUpdates=1
AllowAsyncRenderThreadUpdatesEditor=1
However in my experience this leads to worse performance and instability.
IMPORTANT:
If you are using an addon like Ascendio to automatically set up your engine.ini file, then run this addon BEFORE making the above edits.
Thank you so much for this! My game is once again playable without having to stare at muddy textures on everything.
A couple notes for anyone wanting to try this:
1. You can't use the Steam Console if you have Family View turned on. Steam will not let you access it and won't tell you why. Turn off Family View first.
2. It is a very large download, well over 60GB. It will take some time to complete, and some more time to copy/move the downloaded files to where they need to be.

It's still crazy to have to go back to an old version to play correctly.

This worked great. Thank you so much for sharing! Smooth as butter now...and textures don't seem to be popping at all.
It was so bad before. Game was basically unplayable.
