I was having targeting trouble too. I fixed my issues by going into settings -> Gameplay Settings (Controller with a gear icon) -> and setting 'Camera-relative Targeting' to 'off'
It makes a hell of a difference.
And don't use target locking. Get used to aiming and facing the enemies you want to hit.
The default targeting system is far too janky. I was having a ton of trouble taking on multiple enemies until I changed it.

Worst targeting system that I can remember in recent years from a video game.
I accidentally target locked once later in the game and almost rebound the button to the other side of my keyboard lol
The Caps Lock button does not disable targeting.
It does, but you have to be hovering over the same target, which makes it super tedious.
