Rescuing the Moon calf for the goblin under the bridge - bugged

As the title says, it seems like ive run into a bug for the quest to rescue the goblins' mooncalf pet. I remember unlocking the cage before i got the quest since the default response to a locked anything in an exploration rpg is to pick and pilfer . It would seem now that I have the quest and the lock is no longer there, I can't complete the quest, since one of the step is to unlock the cage. Kind of bugging me since im trying to 100%, anyone know what i can do if anything?
