You earn XP by progressing in challenges, doing side quests and main story quests, if you are killing enemies, it may be because you have finished the last challenge set for said enemy, therefore you don't get any XP for having completed the challenge(s) for said enemy you are fighting
I suggest consulting your challenges section and see what you can do there, any progress towards any incomplete challenges always award XP, until you finish them all of a set, you won't be able to earn any more XP otherwise from said challenges, you'll have to focus on newer challenges
I actually dislike this system though, coming from someone who plays lots of Open World games and all have a pretty good XP system, this one is very restricted and literally halts you, even if you want to reach the max level and before beating the entire game, you will have had to do all side quests, complete all challenges, which you will end up with 2 final main story quests as you reach level 40, I would have much preferred it if you kept getting XP so you felt like you were making progress towards something & they could have capped the level instead of forcing challenges on you for leveling, as they could have instead been made towards completionist achievements rather than halting level/XP gains entirely
Good Luck & Have Fun

Hope it helps.
It is a strange system indeed. Like if I’m finding info things I feel like I should still be getting something (if not exp some extra gold??). If I’m beating enemies same thing even if it’s the fifth time I’ve done it, or the 200th time.
