Have you tried reinstalling the driver? Just go into geforce experience, and click on the 3 dots below check for updates (not the one next to it) and use reinstall driver.

You likely need to do a clean install of the nvidia drivers.

With an Nvidia 30 series card you should only see in the

ANTI ALIASING drop down box
TAA LOW
TAA HIGH
NVIDIA DLAA

Then below that...

UPSCALE TYPE drop down box
NONE
NVIDIA DLAA
AMD FSR 2
INTEL XESS
AMD FSR 1.0
NVIDIA NIS

Both of those drop down boxes should be usable by default.

Nvidia driver 528.49

Seen a reddit post:
Solved it! Had the same missing DLSS problem.

Did a clean driver reinstall, not just reinstall, but specifically a clean one when asked. Then I restarted, and now I have DLSS.

Nvidia graphics driver. When installing select custom and not express install. Then tick the clean install box on the next step. This will also reset settings in the Nvidia control panel, so you will have to set them again if you changed from defaults.

Try that maybe?

Yes >.> No im thinking the OP thought just reinstalling the drivers meant clean. Not going thought the steps to do a proper "clean" install is all.

Yeah he needs it, everyone needs it. As an example rtx 4090 at 4k, ultra, raytracing stuff on, runs at 20fps, with dlss3 on, it runs 90fps. So yes, he needs it.
What's the point of wasting power, when he can use nvidia pixel optimization software.

The easy solution is by using custom install of the nvidia driver and checking the clean install option.
What you did in safemode was not the easy solution, it was a redundant solution that did nothing.
Make sure you have Hardware Accelerated GPU scheduling enabled in windows. I had same issue and that was what fixed it for me with my 4070Ti
