Their are people out there, who don't use mods, normally. Especially, if the workshop isn't present. I'm one of those guys...
Just the performance mods alone, are about as necessary as they are for skyrim.

I don't have any problems with the perfomance of the game.
The reason is, that a game should play like it comes out to the market.
There ARE exceptions, however. If a game has the steam-workshop, i see this as if the devs WANT it to be modded. So if HL will get the steam-workshop sometime, I will look what mods are out there.
But I don't intend to use mods, which will solve bugs. That's the devs job!
And I don't need a mod for a NG+cheat...
Mods also have another disadvantage: they can ruin your game, if y new patch comes out.
Honestly, I can see a NG+, but not with the spells unlocked. That's part of the thing : / but they'd have to increase the level cap
My brother in christ, it isn't that deep. Modding this game is beyond easy. With little to no possible way to mess your game up unless you intent to install the full rework mods. Something as simple as the unlock mod to simulate a NG+ run would not do any harm to the game. You are making a situation out of nothing. As for "what the devs want". Who cares what they want. Most devs these days don't give two ♥♥♥♥♥ about the consumer base.
Thx for the link mate, if no new game plus comes in a few months (or news of it), I will restart the game with this mod for sure.
I would still prefer a new game + since that would mean playing with a max out character, with my gear and mobs that are leveled up to be on the same level as me.
Word of warning with that mod. Don't unlock doors you unlock during quests. It will brick the game. Read the posts section of that mod

Sorry, I don't have the slightest knowledge of programming, nore do I care. I know, that mods aren't dev-supported. So the modder have to update them, when a new patch appears. I don't care how simple it is. I know this from experience.
So I'm very careful about mods. And I definitly play a game without mods, first. When Ithe game has no end or I don't care how often I restart (example is ARK or conan Exiles) then I don't care, if mods ruin my safe. So I try some out.
But this is no endless game. And I didn't play it completely, yet. But my opinon stands none the less: If they bring up the steam workshop I might be open for mods for this game. Not one second earlier!
