But I'm not 100%
You can do all side quests even after you finish the game.
On your last companion quest with sebastian he will teach you any curse you didn't learn during the main story. This allows you to choose not to use/learn the curses during the story but get them later for a 100 percent completion.
I also didn't get it but used a mod that unlocked it.
The fact that you cant name the spell right is clearly an indicator that your are not fit you wield it
