I don't know what else you want. It's like asking for your new automobile to have a carburetor instead of fuel injection. They stopped using them because it's old tech and something better replaced it. The fact you want it or the reasons why you want it is irrelevant. The tech already moved on and the industry adopted the new thing decades ago.
Same thing here, that's why so few games even offer it anymore.
The primary reason FSE vanished is that devs do not have to use the graphics API to handle swap chains anymore. Whether it was FSE or Borderless Windowed, both had API overhead and engineering costs during development, FSE just had slightly less overhead and so was generally preferred. The newer DXGI flip model's Windowed Fullscreen mode that replaced both has been agreed upon by the industry to be better so that's what a lot of games use now. The DXGI flip model was actually introduced back in DX11.1, but because of SLI/CFX requiring FSE mode, the industry delayed it's adoption until SLI was phased out/useless, which was a few GPU generations ago now.
I agree with you that it's annoying to have to switch to DSR/VSR desktop resolutions to use them in games, but that's what we got to do if we want to use downsampling.
What most people here don't even realize is they haven't seen exclusive fullscreen in a while, as Windows 10 will use flip model for games that request FSE. Flip model is pretty much the new FSE, as it bypasses the DMW, but without the limitations of FSE.
But the option for exclusive fullscreen should be there regardless, just for convenience. Flat out not giving people the option for it is dumb, even if DX12 allegedly runs so much better in windowed.
Obviously, you can activate it in the .ini, so it's not like it's technically impossible.
Also, HL is the first DX12 game that does this for me.
