Same here, the game still stutters a lot but at least I can measure stuff and try to troubleshoot the fps (spoiler alert, still don't know how ti fix it :')))

Both AMD and Nvidia have built in displays int heir driver. For AMD press ctrl+shift+o, I can't remember what it is for Nvidia.

For me I narrowed it down to rt shadows causing inconsistent frame times, everything else maxxed out including extra details etc in the. ini file.

Windows has an in-built one if you prefer not to download a third party FPS monitor. It can be found in the XBox game-bar settings.

OK, thank you everybody.
What is weird is that I've got 58 FPS with a 3080 TI. Temp = 51°C, which is far from its max, and I don't have FPS cap as far as I know, neither Nvdia nor ingame settings.

The game is incredibly Cpu limited in places if you have certain options enabled, the only thing that saves performance on my 5900x/4090 is frame generation.
