Why the game has this greenish tone?
I was felling like the game colors was not right, so I tried using the GeForce Experience filter to correct it. Used the "Color" filter with "color tone" at 0%, "color intensity" at 30%, "temperature" at 0 and "saturation" at 10%. Now it is clear that the game has some kind of green filter on top of the other colors, WHY?! After using GeForce Experience filter, the game is much more beautiful with the right colors....
Please, remove this green strange filter of the colors :X

Have not seen such but using AMD here.

Did this change happen since the last patch?

I can't say it has. Because I haven't noticed before. I just tried today to make the game colors more vivid and noticed this greenish color without the GeForce Filter. Anyone with Nvidia Card to check?

Certain areas are heavily color graded, especially indoors (seen in all four house common rooms. These are the same "ambiance" color grades from the room of requirement, btw...)
Outdoors the over-abundant fog has a weird off-color that can be mitigated by tweaking your .iini to lessen or remove it.

Edit: if you are testing in the Slytherin dorm or have your RoR set to "spooky" the green is intentional.

What do you mean by RoR? And what is the name of the setting to tweak on .ini to change this fog?

Room of Requirements. It's a customizable room that you get at some point in your journey. You can choose between different types of ambience there, one of them is intentionally green.

Oh ok. But no, I don't use the spooky ambience there. Just normal and sunny.

This post has the list of ,ini tweaks. There are more thorough tweaks, but this is the one I used to remove the ugly fog.

The game's colours are a bit drab imo. I wish it was more colourful tbh.

They just faithfully recreated what the weather is like in the Unit*d Kingd*m.
