Pretty harmless to get that innocent RP feel from a game, it's why Persona gets away with it. It's not overly sexual or anything, it's just high school romance. Takes people back to when they were 16-18 and romance was a super new and exciting concept, really don't think it's weird. What is weird is that romance often isn't included in Western games because it's either too hard to do or we don't like the age of the people involved for some reason.
I think it's weird there isn't any romance, many 16 year olds are trying to get a BF/GF and/or hook up, it should be present to some extent more often than not. It's weird putting myself into the shoes of a 16 year old and seemingly not caring about romance at all when I know, from personal experience being 16 and observation of my peers at that age, that 16 year olds care very much about romance.

NPC to npc sure. But it's not so cut-and-dry when you have full grown adults playing a kid romancing a fake kid.
