They wouldn't put that record in the game for it not to be beaten.
If there's a will, there's a way.
He should send you an owl when the upgrade is available. You may have to advance the main quest a little bit first. I didn't get the owl till the season changed over into fall.
Finally managed to get around to broom racing.
It's not easy, but you can beat those times, with practice.
For the Sweeping the Competition quest, which is for the second broom upgrade.
My time: 2:22:80

Yes, you need to fly with SHIFT toggled, but you aren't supposed to hold down the left mouse button. You simply tap and hold it for a second for bursts of speed now and then.
It's fine to let the girl race ahead of you for most of the race. You won't pass her until the last few flags on the course.
You also don't need to hit all of the bubbles to win. Only the bubbles that are easy to hit. Between the flags that are much further apart.
If you use A & D too much, you'll over-correct and spiral out of control.
Be slow, steady, and in control. The bubbles and the left mouse bursts will give you the speed that you need to stay within striking distance of the girl.
The majority of your course-correcting should come from using Ctrl & Space Bar, going up and down. Not too much left and right.

It kind of remains me of golf, this broom racing game.
One day you play against some old man, who you think you can beat. He has no power, but he's very consistent. All of his shots go forward, not very far, but they are always on target.
In the end, you lose to the guy, because you tried to power your way through the course, with inaccuracy.
