Report a translation problem
The Killing Curse comes at the end of the Sebastian questline. If you haven't completed that, you won't get the spell.
If you finish the Sebastian quest line and choose not to learn the curse from him, fear not. After completing the main story line he will ask to speak with you in the undercroft. After he babbles a bit and thanks you, speak to him again. You can learn any curse you have chosen not to learn from him earlier.
There is basically no downside to learning them so just do it. If you cast them in front of NPCs they'll give a negative reaction but that's about it. it won't affect the story or the ending, which is more than I can say about the quest <spoiler> with the business man in hogsmeade who wants you to steal a plant from someone else in town. Even if you don't steal it and just give him any random plant, and you never enter the guy's house, Sirona will comment afterwards that she heard about you breaking into their house, which is about the only time the game gives any consequence whatsoever for a morality decision.</spoiler>
