On the other hand a 1080Ti should be able to run it just fine, my old system has one and my kids are using it, it still runs games pretty decently.
with your current processor you could invest in a 30xx series NVidia card or AMD equivalent, but it will probably lack in power to push data fast enough to your videocard.

Thats an engine issue. Every game that uses the unreal 4 engine stutters. Thankfully unreal 5 has mostly solved that issue. The workaround is frame limiting the game to something your pc can reliably run all the time which for most is 60hz. Nivdia also has an 'ultra' latency option in the driver settings that can clear up stutter if your pc has the horsepower. If you have a 40xx gpu then frame generation will also remove the stutter.

Weird as I've used this fix myself on ue4 games and seen it used on this one in a few videos. Well there is still much optimization to do so hopefully its all ironed out. This is why I wait for the inevitable steam sale for single player games because by then its usually all patched up and stable.
So, I guess the game is playable with my old graphic card.
