stuck at lvl 39, leveling bug?

I've beaten the game and finish every quest. I'm stuck at lvl 39 and can't gain any more xp. Anyone having this issue?

I had the same problem and it was driving me crazy. Turns out I had completed the quest " Sacking Selwyn" and it just disappeared from my list without me turning it in. Went back to the NPC (where there was no quest indication or anything) , interacted with her and got the reward and the last bit of exp. FINALLY 40

I finally got 40 but i had to do final quest for main story. there is one side quest that cannot be done until after the main quest is over.

What quest can you not do? I am stuck at level 39 and have one more side quest but I can't find it. (I have completed the main story completely)
