That and the game might cap FPS.

Enable frame generation while DLSS is disabled.
The game does not seem to cap fps. In Settings there is uncapped version and cap with up to 360 fps. I do not reach that fps and also do not always have the same FPS it varies by a lot but the game never utilizes the gpu or cpu fully.
In Menues however the game uses 99% of my gpu and give a lot of fps but in game it never uses all of my gpu its very strange.
Material quality is what texture is in other games. Texture quality is for how many textures there are off screen. Though modern GPU's are fast enough to where you wont see the textures loading back in.

Game was finally running perfectly with a few tweaks, and now game is back to it's garbage fps drops and such.
Is there any option to revert an update ?
