I was busy googling and found a way to fix the bisquid mission. Here is a link to the video that fixes the error.

Download and install/open sqlitebrowser and the save editor
open the game
make a MANUAL save
CLOSE THE GAME /!\ YOU NEED TO CLOSE THE GAME ELSE IT WILL NOT LOAD FIXED SAVE LATER /!\
Find the manual save you just made (should have same edited time than SaveGameList)
open the save in save editor
go to "Save file" and Download the 2 database
open a database with sqlitebrowser and go to the table "LockableComponentsDynamic"
search for an entry that contain "MoonCalfCage_0.Padlock" and delete it.
save the database
do the same for the other database
go back to save editor
select the 2 modified database and click "Generate Save File"
get the generated save file and rename it with the same name that your manual save
replace manual save file in your save folder with the custom one
start the game
at main menu when hovering your character do LOAD and not continue
load the last MANUAL save file
you should be good to go, unlock the lock,make a new save file just after just in case.

it worked wonderfully for me when I switched off the cloud storage service for the fix. After that you can activate it again. Have fun with 100% success!

Worked great, The save editor from nexus mods is a broken link now, but I happened to have it downloaded from a week or so ago.

WB Games changed the format of the save files back in April-ish, so none of the save-game editors work any more.... UNLESS you're running an unpatched game (from 07Feb, say) or a cracked version of the game, in which case the save-game editors might still work for you. Here are links to two of them:
