That's exactly how it works. The look is kept on the item, which is the way transmog works in nearly every single game (that I've played, anyway).
Not saying I wouldn't like the option to lock appearance per slot, but they didn't pull this system out of thin air, it's an "established mechanic".
Now, if you wish to change outfit for a certain activity, you have to go through every slot individually. Or change it again if you get a new gear piece...
