To delete it:
Open File Explore and enter C:\ProgramData\Hogwarts Legacy
Delete the contents of that folder.
I had the same issue, although I do have an RX 6600 X but sounds like the issue affected Nvidia users and AMD users alike. Just be aware that it will go past the warning screen, to the shader screen, there it can look like it's stuck, just be patient. Mine appeared as if the bar wasn't progressing, but eventually it did launch into the start screen and I managed to play it normally again.
Well well - looks like verifying worked! Took like 5 minutes of a black screen before the 'shader cache' loading bar kicked in. Crazy buggy update this has been.

I'll also note that I did disable the upscale mode in the GameSettings ini file, but still couldn't get it to work. After deleting the contents of the shader cache folder, all good.
