Is this a bug: Falbarton Castle ???? No crate to use to get in/jump up

I was exploring, found Falbarton Castle.. I climbed up the side, hit the spinning thing with Depulso to open the door/gate.. looted the chest.. I see there is a side to climb up there, and i looked online for a video.. The video showed a crate you use to climb up that part..

There is no crate anywhere.

** Is entry into the castle restricted behind story progression? Is that why the crate is not there yet?

It's worth noting that I've explored A LOT, and haven't progressed story much at all.. like.. the main story quests are marked as lvl 12/13 .. and i'm lvl 32 (to give example).
