YES, TERRIBLE PC PORT for whatever reason this trashy dev did it.
sometimes you can even see the LOD being behind some fog appearing later on a sys recommended by the dev itself (recommended CPU is absolut minimum to even render it properly with 50s lags when walking around on lowest settings)
I turned off frame generation and noticed that the game is stuck at a framerate that isn't what it should be.
I keep frames unlocked and see GPU usage in Hogsmead at 50/56% with drops to less than 46% all while doing less than 60 frames and getting horrible stutter.
In the menus I make 120 frames but in game the GPU remains limited and the frames suck.
No, it's not the CPU for anyone wondering (5950X which is used very little practically and which has no problems with other games)
The only way to get to 120 fixed is to put frame generation but the problems of stutter and goat optimization still remain.
Game developed with feet for me and even worse after the last patch.
