I agree with that you level up fast at beginning but after 25 it becomes slower. In order to enjoy combat you need to play in hard anyway.
It's clear after playing through the game, that the developer didn't intend for players to ignore the story missions. Which is odd considering they made it so easy to do so and the missions themselves not very compelling. I'm level 38 with a 96% complete field guide and I've only played through HALF of the actual story missions.
It wasn't "fast", I have about 70 hours in the game. I just didn't care more about the "plot" than I did about exploring. The better solution to your problem would be to properly level-lock game areas and content behind story progression, but then the game would be even MORE on rails (story-wise) than it already is.
reaching lvl 40 when the game ends.
never understand for what the enhancement is.... enhanced my lvl 40 stuff to lvl 3 and have 200 pieces of each beastmats left.

By region.
They scale by region. The area around Hogwarts doesn't go about level 10 or 20 I think. If you zoom out on the map and look at the regions it should tell you.
It is hogwarts, guys. Lots of people will do 100% even if it is not required. I would make all max caps up to lvl 35.

with difficulty rebalance, less potions and greater potion making speed ( you may do something else in this time) is nice.
