It is dubious that an update lets the frame rate stuck.
Technically, this is only possible through a limiter, an error in VSYNC Setting or acting a config.ini change that makes your game start in a mode that only allows 30-35 images.
You have different solutions:
1. The update shot your C ++ redist. That means some directx functions are incorrect.

2. The update has patched a new gameuser.ini in conflict with other setting.ini in
Solution: Go to the folder: C: \ Users \ Your-name \ AppData \ Local \ Hogwarts Legacy \ Saved \ Config \ Windowsnoeditor and delete all ini files. They are created again when the game starts. but fresh
3. The update damaged your installation
Solution: Restart Your Computer and Launch. Steam.

90% of this will do nothing
Damaged files won't make a game run at 35FPS lol, nor will C++ redists make any difference.
The .ini file and tweak that will have any impact if at all would be the VSYNC option in engine.ini, but this should just lock your framerate to whatever your refresh rate is, unless you enable the adaptive vsync option like you had mentioned.
The only point that makes the most sense is the Adaptive/half vsync option.
Uninstall your GPU driver in safe mode with DDU, install new driver, keep everything on default in the GPU control panel and run the game again,
If the issue persists, check your refresh rate options listed for your monitor, is 35FPS listed? chances are, the game is trying use that refresh rate by default, remove 35FPS if listed for your monitor in CRU, run restart64.exe and run the game again.
Another thing you can try is this: If your game runs at a different resolution than what you have on your desktop, change your resolution in windows settings/gpu control panel to what you use in game, make sure you refresh is set to what your monitor supports.
Launch the game.
I'm 99% sure this will fix the issue.
