The opposite value that the piece of gear doesn't start with is what can be upgraded, and that number on legendaries start at 0 for 0 upgrades, 6 for lv. 1, 18 for lv. 2, and 36 for lv. 3, if I'm not mistaken. These values are fixed (Maybe I got the exact numbers wrong, but it's around there), and will be the same for all legendary gear.
If your offense is 2 less than what you were wearing two levels ago, it might be an offense modifying piece, and it just happened to have a lower roll in the range when it generated versus the high roll in the range from two levels ago.
As near as I can tell the store gear is the same as all the other gear. Upgrading gear upgrades the secondary stat, not the primary one. So if you have an item who's main stat is offense that's all the offense it's ever going to have and upgrading it will improve it's defense stat.
