Also, according to https://www.pcgamingwiki.com/wiki/Engine:Unreal_Engine_4#Native_resolution_is_not_available_in_borderless_window_modes, it seems that if you'll also select "Scale" other than 100%, it will negate the upscaling. So you either have to set "Scale" to 100% which will make text on desktop hard to read, or change high DPI behavior by changing properties of the executable, by locating "HogwartsLegacy.exe", selecting it, then pressing "Alt+Enter" to open "Properties", and navigating to "Compatibility" ==> "Change high DPI settings" ==> "Override high DPI scaling behavior. Scaling performed by:" and selecting "Application".
