Completing those challenges is where all the XP we earn comes from.
You're required to do 100% to hit the cap.
I was playing on Hard difficulty, what about you? I'm thinking maybe XP gain differs depending on difficulty.
Otherwise I have no idea how you hit cap mid game. Going from lvl 35 - 39 was an absolute slog.
well, one of the challenges is for main quests, which isn't possible to complete until you beat the story or are at least very close to doing so
Whatever it is when you pick it up (even unidentified) it wil remain when you identify it. Even if you do so 5 levels later.

Either continue completing challenges or do battle arenas
