I think you are looking for a different experience altogether.
Like Hi-Fi Rush and the Deadspace Remake this would be great in VR but for financial reasons nobody goes for it. Maybe now with psvr2 a vr version for this game has better chances because more people have headsets that can run this game (ps5, pc+any headset)
VR is better when it's not hyped up into something it's not.
Gamepad + HMD is fine.
This stigma that it has to be "Motion Only" is what's killing the industry before it can even get legs.
This game being a prime example of a game designing itself around the flat gaming market. and a flat gaming controller. The average motion controller doesn't have enough buttons to begin transitioning this game into using motion controllers.
You'd have to literally convert everything just to get motion implemented instead of being able to approach it peicemeal, bits at a time. So that you get something instead of just.....gamepad.
With Praydogs RE VR mods he came up with the solution to use Left Trigger to shift the locomotion thumbstick into the missing D-Pad. I'm not so sure that kind of workaround would work here. with as many buttons are in use.
But long story short. 3rd Person VR is an Upgrade over Flat 3rd Person gaming. For the simple fact that if done right. You can look around the scene without your 3rd person avatar always taking up 1/3 to 1/2 your view point at all times.
When you really think about it. First Person VR is a waste of VR, it's low hanging fruit.
3rd person VR brings the best of both worlds. You get a 3rd person Game, but feel like a First Person in that game. Your view is upgraded to the point that it damn near becomes a First Person Experience because of it.

3rd Person VR does not feel like an Over the Shoulder experience like it does on a flat screen.
