I was able to fix the error!

The first thing I did was download a DLL package in system32 and SysWOW to replace

After that I got another poster and I downloaded the DirectX Software Development Kit from the official Microsoft website https://www.microsoft.com/en-us/download/details.aspx?id=6812

You are missing these two .dll files (d3dx9_42.dll & xinput1_3.dll) x64 bit versions, download them and put them directly inside "C:\Windows\SysWOW64" if that does not work try to move the two .dll files to your game executable's folder "..\Steam\steamapps\common\Hogwarts Legacy".

What fixed it for me (I had problem with Social-Club-Installer.exe) GTAV, was to [re]install "Visual C++ Redistributable" x86 and x64 ", they now show up in installed programs (appwiz.cpl) as "2015-2022".
I could run the installers found in the link below _without_ uninstalling "present versions" (i also didn't restart after, but that's usually a good idea) .
