Depends on how you define "run". For me getting 40 fps in open world and 60fps indoors on low settings (or simply locking to 30fps and get pretty much no fps drops at all) means the game runs decently on a PC that doesn't meet requirements (I5-6500k, gtx 960 4GB, 8GB RAM). If you asked a friend of mine they'd tell you the game doesn't run even on a good PC because the fps drops below 100.
