Everything else makes a difference too and most people don't realize this.
You can take an engine from a Ferrarri and a Transmission from a Lamborgini and stick it in a Mercedez Benz chassis and you'll get a car that runs and handles like crap and breaks down all the time.
People do the same with PC's, they buy a bunch of expensive parts without the knowledge to know if they are fully compatible, toss it all in a case then come post on these forum how games are not optimized because their PC's run like crap.
Anyways, I put the GFX on High, checked my fps was fairly solid and didn't tweak anything. (it dips here and there but only single digits) Haven't had a single issue.
Also try turning off post processing effects, volumetric fog & turn down view distance.
We are both at the point were it would be wise to upgrade our PCs with the next generation of hardware. If we want to play the big AAA unoptimized messes that is.
I'm playing in 1920x1200 resolution, ultra settings, no dof, grain, etc. FSR 2 is on, best quality, and 0,8 sharpening.
80-90 fps in-doors, outdoors mid 40.
Game is on an old 950 Pro m.2, and I have no stutters. (32GB of RAM)
Haven't had any issues and running on high settings.
Ive just taken out fog, grain and another similar setting which ive forgotten.
There was a post to optimise your graphics card through the nividia control settings which had helped immensely. As i realised i forgot i had changed my control settings a long time ago for another game.
I also have a i9-10850k with 32gb ram.
I'm still at 1920x1080 (my 24" monitors default) and gameplay is smooth but a few of the cutscenes are a little choppy.

Upscale Mode: Ultra Quality
Reflex: On
VSync: Off
Framerate: 30
The lower framerate is the trick allowing me to push all the settings to ultra without having gameplay lag. 4k Movies on your giant TV run at 30 fps my freind. It's fast enough for the human eyeballs.
Global Quality Preset: Ultra
OFC all the raytracing stuff is greyed out for my GPU
