Game doesn't work well on Ryzen CPUs
Might've found out why it's running so poorly on a 3080 with severe slideshows and only 40-50% GPU usage: https://www.wepc.com/news/hogwarts-legacy-isnt-using-your-ryzen-cpu-properly/

Not really no. It goes for intel and AMD as this video shows.

The game in general is more GPU heavy than CPU. Normal thing.

Running on a Ryzen 7 5800 paired with a Radeon RX 6800 XT, 32gb Ram and its flawlessly.

Also running on my Razer 14" with a Ryzen 9 5900HX, 3080, and 16gb ram. Also working near flawlessly. Do get the odd random slight drop in fps but it's never one gone below 80fps

i'm running a R9 5900X 16GB RTX2080
When i started the game with automatic settings, the game was running good at first but went to ♥♥♥♥ , stuttering everywhere

Try to change like me ,
- change from DLSS to AMD FSR (use balanced or performance)
- deactivate NVIDIA REFLEX
- lower the fog quality (default i had it high , i put it to medium)
- lower the sky quality (default i had it high , i put it to medium)
- lower the shadow quality (default i had it high , i put it to medium)
- deactivate the ray tracing (useless bugged bs)

and the game should run a lot , a lot better

what about for when you are in hogwarts and hogsmeade?

this settings run very good for me in the school and outside of it, sometimes i see some stutters but not anymore where you have to wait 10-15 sec before it stops to stutter

Flawlessly, so @ 1440p with ray tracing on, DLSS set to Balanced and all else Ultra... you're getting a stable 60+?

ryzen 3600x with a 5700xt works good for me

5600X, 6700XT, 32GB Ram here. Running the game on all Ultra except for population and fog on high with only RT Reflections enabled, no FSR on 1440p. RT Shadows are what cause the stuttering and slowdowns in cutscenes so just turn that off and you will be fine!
My last average FPS from my last session was around 90 fps (yes including Hogsmeade and Hogwarts).
