Performance Fix
Found this online and it worked for me load stuttering reduced dramatically its is still there but much much improved.

Turn on Hardware Accelerated GPU Scheduling (search Graphics in start menu choose Graphic settings then choose the hyperlink CHANGE DEFAULT GRAPHIC SETTINGS)

Open ENGINE.INI in a text editor like Notetpad
OS INSTALL DRIVE:\Users\USERNAME\AppData\Local\Hogwarts Legacy\Saved\Config\WindowsNoEditor

Alternativly you can search %appdata% in file explorer and then open the local folder from there,show hidden files needs to be enabled

Add these lines to the bottom of the file with the headers separated by a space:

[SystemSettings]
r.bForceCPUAccessToGPUSkinVerts=True
r.GTSyncType=1
r.OneFrameThreadLag=1
r.FinishCurrentFrame=0
r.TextureStreaming=1
r.Streaming.PoolSize=4096
r.Streaming.LimitPoolSizeToVRAM=1

[ConsoleVariables]
AllowAsyncRenderThreadUpdates=1
AllowAsyncRenderThreadUpdatesDuringGamethreadUpdates=1
AllowAsyncRenderThreadUpdatesEditor=1

You can increase the r.streaming pool size if you have over 10GB if Vram such as the 4090. Just use multiples of 1024.

Nvidia users set Streaming Cache Size to 10gb or above in the driver settings.

Try the -USEALLAVAILABLECORES start command in Steam Game Properties can'thurt although I am using it I haven't tested it on and off yet.

I also set latency to Ultra and power to Performance in the per game setting for Hogwarts this seemed to help me further. Then I overclocked my rtx 3080 12gb to 2100mhz Core and 10750mhz Memory. Further I ran around everywhere and found my lowest FPS to be 90 and used RTSS to lock my framerate to half my refresh rate which was 72 in my case.

The stutters are now so small and short that I can enjoy the game again.

12900KF
3080 OC
64gb 3600mhz DDR4
Installed on 980 pro M.2 SSD
Windows 11
2560 x 1440

All game settings are Ultra without RTX features enabled (fidelity lost was to much when lowering settings to get stable 60 to turn them on)

DLSS Quality

Good Luck.

There are multiple files under WindowsNoEditor, what one are we editing?.
This made my performance worst from 70 fps to 50

Holy crap, does this exact thing really have to be posted five times an hour?

I don't think that's the file we're meant to be editing. He didn't actually provide which one we're meant to add the lines to. Great instructions...

It's working on the GTX 1660 Ti, however it didn't work miracles, the freezes continue, but it's noticeable that it slowed down, it's a good method to use until a patch comes out to correct this problem on NVIDIA cards

-You misspelled -USEALLAVAILABLECORES

-Setting Low Latency Mode to Ultra or On in Nvidia Control Panel does nothing when using the Nvidia Reflex setting in game, which you should be using, because it is better than Ultra Low Latency Mode.

-Also might be worth trying r.TextureStreaming=0
I'm on a GTX 1080 8GB and it performs better with Texture Streaming off. Worth testing. The redditor who created this guide also suggests testing it.

Cheers

Whoops well I tried, texture streaming zero or using the command argument for the same effect crashes at Shader Compile check for me.

Reflex wasn't forcing rendering off 1 frame at a time and with boost my GPU temp goes for no benefit. Ultra Low Latency mode further reduced my stutter times.

I look through the first 5 pages of discussion and it wasn't there only the trans stuff and blah blah blah, so I posted it.

might also be worth mentioning but turning off dlss and running the game at native helped alot with the stutters, also changing the fov even a little will cause more stutters...well it did for me anyways

Can confirm that this fixed ALL of my problems. Was even able to increase some settings from high to ultra. 60 fps and zero stutter or frame drop, all over school and hogsmead. 1440p on a RTX 2080. Thank you x1000 :steamthumbsup:

Yeah it seems completely hit or miss for different people. Worked for me other in here are saying it made it worse. I wonder if it is CPU dependent?
