Game bug cannot talk to clothing shopkeeper

I was going to the shops on the quest when you go to Hogsmead for the first time, fought the troll, and the shopkeeper that calls your attention, when I go into his shop to speak to him there is no prompt. Pressing X does nothing, I simply cannot progress the story.

Just continue the quests, it's locked behind one

Somewhat obviously the damage from the trolls needs repairing, but multiple vendors don't become available until certain points in the storyline. Brooms in particular.

It isn't a problem, that's how the game is supposed to work, just keep following the main story until it asks you to talk with the gear seller.

I've done that. To continue, I have to speak to the shopkeeper at Gladrags, but pressing V on my PC does nothing!
