Game ignores Nvidia control panel settings
I'm not sure if this is a general issue or if it happens just for me, but the game seems to completely ignore the setting I put in the Nvidia Control Panel, whether global or specifically for the game. I put the FPS limit at 75 in the control panel (uncapped in-game) and it's completely ignored.

I set my FPS to 58 in NCP and the game sometimes hits 59 but never above that.

Didn't think what was possible?
For a game to ignore override settings from the actual system itself, which is what the control panel is doing.

Well I uninstalled the drivers using DDU and that solved the issue. Also solved the stuttering. Lesson learned I guess

This is a bit unrelated but I noticed no matter what setting I change I get roughly the same FPS. Low and Ultra get me the same FPS.

There's a post in the main page about the stuttering that seems to have done the job for me so far. Def looks to not be hardware related, so much as optimization/device software/config related.

You uninstall the driver's, but did you install driver's or used Windows default?

After uninstalling using DDU in safe mode, booted back in normal mode and installed the latest drivers.

Am not having stuttering just low FPS but if you are talking about the one that messes with the registry I have already done it and got zero result from it. I also updated DLSS and didnt do much for me. my gpu is a 2080

Only change made was rather than updating engine.ini, I added the ones under system settings to the already existing field and added the other, including the title, to the bottom of the page.

Definitely works here. Its actually how Im able to play RTX at 40 fps like PS5 on 3070.

I noticed that the games not fully utilising the cpu and gpu. My gpu will sit at 45% while having 40-60fps. I have a 2080, changing the settings from ultra to low doesn't effect the fps or has very little change. No fixes have resolved my problem unfortunately. I guess i just need to wait for them to patch it.
