If you have webroot read LOW FPS FIX
For some reason webroot was affecting my game and giving me low fps. When I disabled webroot everything work and my fps went over 100 fps instead of the 40 to 50 I was getting hope this helps others out.

Had exactly the same problem. Took me ages to find any posts related to this. (In fact I randomly fixed the problem myself before even finding this post)

I work at a computer shop that deals exclusively with this antivirus, it doesn't play well with Denuvo DRM, I've seen customers complain about the same thing with other games.

In my experience the blame keeps getting passed back and fourth, it's denuvo's fault, and then it's webroots fault... the fact is it's much easier to uninstall webroot than it is to convince a billion dollar publisher to remove their drm.

This is the fix, and only this. I know you see others claim ini edits work, they do, but they are very bloated.

[SystemSettings]
r.Streaming.PoolSize=2048

[/script/engine.renderersettings]
r.Streaming.HLODStrategy=0

Each of these setting contribute to stutter in some way. You will need to "fiddle" with poolsize if you have more or less vram, because on my 3070, 3072 causes stutter, 2048 no stutter.

Ultra\Ultra RTX 50-60fps 3070, 5800x3d, 32gb. DLSSp (for now, need to test others but usually always use performance when at 1440p) 1440p

Holy smokes, this is true. Freaking Webroot. Had issues with Midnight Subs

I'm not sure, since I use Webroot... but I'll be... All the messing around with engine.ini and this and that, total waste of time. None of it really made much different.

Close Webroot (cannot just turn it off, have to shut it down) and boom... 30-50 FPS right up to 140 (where I have it capped system wide via NVCP). No "dips" or stuttering or anything.

No FPS hit for me with Bitdefender. Webroot has always worked well for me... but it seems like it's time for a change.

To be honest I was the same until I found out windows defender is just the same without the extra software, first thing I used to download after a pc wipe was an anti virus

Webroot is a Meme anti virus having 60% worse detection rates than windows defender avg or avast.

Remove that trash.
