100% Stutter and FPS Drop Fix
If it is unbearable and you can't wait for a fix, this simple solution will work. I had perfect frames and no stuttering when I first played, I saved and quit and when I came back the game was all over the place, RTX 4090 on a i9 13900k DDR5 6000, m.2 980 PRO. I tried everything from driver changes to playing heavily with the nVidia control options. In the end I did the most simplest thing which solved it and put it back to how it was when I first played.

Goto:
C:\Users\YOUR-USER-NAME\AppData\Local\Hogwarts Legacy\Saved\Config\WindowsNoEditor

Delete:
GameUserSettings.ini

Don't forget to tick hidden items to show AppData

Restart the game, take 20 seconds to set your graphics and load your game.

In Hogsmead my frames would tank and be a stuttery mess with DLSS 3 and Frame Generation, after I do the above I am solid 120fps with no drops or stutter with DLSS Quality.

I hope this helps, what this means though is there is an issue with the game because after multiple restarts and testing, this only defaults back to poor performance after exiting the game and restarting without deleting the above file.

i noticed something similar last night. high settings used to be around 60fps for me. last night it dropped to 30. i stood still for 30 seconds to look for any changes but stayed at 30. dropped settings to medium, 40 fps. went back to high, 60fps. weird. thanks for this. i'll give it a try.

What's the point of deleting. It will just create a new one on startup and basically just reset your graphical configuration to it's default settings *like you did nothing*

We did a new benchmark after the patch and the fps average went up.

Yes, exactly but it defaults it, then set your graphics which for me is 4 adjustments from the default, 20 seconds of my time (worth it for a solid, smooth experience) and then load your game. Trust me, don't start questioning it until trying!.

Let me know if it worked for you, the other thing I did before this was turn off flow control guard in the exploit protection (a fix recommended for this game) and even though it helped a little with stuttering, the fps was still the same, 90fps in some instances where it should of been 120. The only way I fixed that was with the method above.

And that should fix the crashes also?

I think that there's just a lot of problems that cause performance degradation, and there are ways to reset that degradation. Some of that seems to involve changing settings. But, the performance will creep back to being worse over time. So, not a fix but a work around.

I remember something similar in Doom 2016 with 2GB VRAM GPU. Performance would drop severely until changing shadows up and then down then up again. After a while the performance would bug out again and only return to normal after toggling shadow quality.

I imagine you resetting your GameUserSettings.ini is just forcing the correct settings change that's restoring performance temporarily. Let us know if you performance stays good, or gets crusty again.

Are you sure you effectively didn't just turn of RTX? 120fps seems pretty low with frame generation for a 4090. My problem is I get around 60fps (on a 3090 at 4k without rtx) at hogsmead while both my gpu and cpu are sitting at like 40%% usage

I have a 120hz display so no need to go above this with g-sync. All I care about is hitting my monitors max refresh rate and sticking to 120 solid with 0 stutter which I currently have with this. Yes RTX is all enabled. See below:

Hi, I played for over an hour after deleting the file and perfect throughout. If I quit and restart the game, it's back to poor again, fps and stutters, but if I delete the file and restart, adjust graphics and play, it's perfect again.

Awesome, thanks for the info! I'll give it a go for sure.

You said you bought a "screen". Does that mean a TV or monitor? They are not the same you know? I am using a 50 inch tv. And no matter what, there's no way around the stutter. But I'm fine with it. I'm just happy playing the game.
