Yes it is a fiction based magic world, BUT, the fiction is based on someones ideas and the first stories created by that person. So it has a history. You cant just change the whole apperance of a place, or population by not explaining the reasons why the change went in place, this would destroy the imersion and would make the story not belivable, and cause people to doubt its origins. It can even go that far to destroy peoples imersion they made in their head to dislike the created wizzard world and not watch or read it anymore.
So you cannot just add now super mario brothers in Lord of the Ring without people asking you if you are still sane as a writer. People got an idea of your world trough all the books you wrote for them, and changing that idea without a "logical"(for the possibilities of the world the story plays in) procedure leading to the change. You cant just wildlly add things to a magic world because thats just a symptom of poor writing.
