In a terms of magic world indeed, non passing.
But in terms to make it a visible trans, passing. Because how would trans know its a trans if it would be just a woman?
Anyways, we dont need trans ingame, the reason for it is clear, if you are a person with gender dysphoria, do you want to play a trans??? Hell noooooo. You want to play the gender with all its things the gender offers, so the gender you want to be in real life.
So me as a person with gender dysphoria, im not crying "why cant i play a trans!!!", why would i want that, what for? I want to play the gender i am not born as in real life, and it makes me feel even better if that gender is handled and announced as someone from that gender, and not with they/them. Just let me chose if i want to be homosexual, heterosexual or bi. but everything else, just let me be the Guy/Girl i cant be in real life.
If you actually didn't have anything against them, then you'd have no problem seeing one in a game and wouldn't immediately think your political views are being attacked, just sayin'. If their very existence is a "political matter" to you instead of just seeing them as another person then, once again, you most likely do have something against them.
An obvious trans playing a role in a story in late 1800's Scotland blends in about as well as a McDonald's hamburger at a Vegan cookout. Pretending that any criticism about it is "problematic" is stupid.

One which is intrinsically attached to the "muggle" world around it both at the level of government (Ministry of Magic communicating with muggle Prime Ministers) and practical means (wizardkind inhabiting both societies to various degrees, with many wizardkind coming from muggles, and wizardkind birthing squibs who have the option to "become" a muggle in life, as two extreme examples)...and let us not forget that in late 1800's Scotland/GB slavery had been entirely outlawed for generations, racism as an acceptable view had been criticized and shoved into a small minority, and extending equal rights to all citizens of the society was normalized...meanwhile, in the "magical society that is so progressive" there is widespread slavery, racism/speciesism, and societal rights are withheld to many citizens and are given based on status and characteristics.

I don't even mean this as an insult, but aren't most transgender people non-passing? If I look at Twitch I can immediately tell the difference between a transgender person and a woman. Wouldn't it be even more offensive if she was passing? Then we wouldn't even know that they are transgender, right? This whole mess is hilarious to me, it's when a bunch of twisted narratives all meet each other and people can't figure out which narrative is supposed to win out. Just play the game if you want to, if you don't want to , don't play it. Very easy.
Thought the same my self, it was kinda of unnecessary and does nothing to enhance the experience in my own view.
This is because they don't have the assistance of magic. I've only met one passing trans in my entire life. Everyone just though she was a girl and treated her as one, she lived as one. However its only because she transitioned at 8 years old. Sirona's only excuse for not passing is because she doesn't want to, which means she's not trans, shes "gender diverse". Better put, shes insane.
The discourse is important so we can reassure that these kinds of dumb decisions aren't shoe-horned in to any future games. A man who wants to be a woman probably doesn't want to be represented as the Evil Step Sister from Shrek.
