Arn the merchant, how do I get him to sell me the Silver Arrow, yes I completed the quest and he became a merchant

I got the same issue, he just doesn't sell the Silver Arrow.

Have you actually unlocked flying yet? Afaik you can't buy any brooms until after the flying class

yes of course i done flying class, Arn became a merchant but he only sells materials
