stack icon to indicate there is one icon on top another icon. the town and the floo flame icon are on top each other so the stack icon is letting you know that. if you hover the cursor over the stacked places, they separate the stack to make it easier to see/choose one.

Yeah, this was the post I knew someone made: Been trying to figure this out as well, since there are instances of it nowhere near other icons. Every search gives me 'cut and paste' journalism.

Yes, that is the game's "stack" icon that indicates if you mouse over it, it will explode to show you other icons.

Just to confirm, one of the loading screen tool tips says exactly what wardenwolf said. I think the map also gives you a tool tip, but only when you zoom all the way out (which is usually when the stack icon appears.)
