yeah I set bloom to 5 didn't solve the issue. I don't use the ray tracing either. I'm not sure what part of the code tweak is causing the issue it's driving me nuts as windows thru slytherin glass cause the flickering too it's really odd.

I have this issue as well but it's subtle, intermittent, and usually resolves itself in certain instances. Unsure of which setting causes this, would need to do some testing.
Try adding this into your Engine.ini file: r.bForceCPUAccessToGPUSkinVerts=True

Nvidia Reflex pulls juice from the GPU to lower input lag and latency in your mouse controls, simply put. Greatly increases responsiveness when flinging your mouse around.
If you notice weird stuttering or choppyness with this feature on when you're turning your camera, just turn it off from the in-game Display settings section.
I use a controller for games like this personally that Reflex will not apply to. I prefer that smooth analog stick camera movement on console ports.
