Your graphics card is like a decade old, likely not performing anywhere near its original specs even. I have a laptop on a shelf somewhere that's like 8 years old with a better GPU. You didn't even bother posting your ram so you likely have several bottlenecks you don't understand. Are you using an NVME, an SSD or a hard drive? Do you have 407 chrome tabs open?
This is a very graphically dense game, it's not going to run well on a subpar PC and you shouldn't expect it to. Maybe get an xbox lol. At least then you won't be in charge of understanding hardware limitations.
I have an i9 9900k with a 3070 and run around 90-100 FPS at best on all high and no ray tracing. So I think you're expecting too much out of old hardware at this point to think you're going to run high or ultra and have good performance.
