I received a quest from Professor Garlick to aquire mandrake, but when i approach shopkeep Beatrice Green I am not able to interact with her, preventing me from acquiring wingardium leviosa.

Same issue here. I was originally able to buy seeds off her, but when I fast-traveled the game crashed, and now I can't interact with her whatsoever

Try buying from other vendor, there are multiple in the world.
