Butterbeer is described as being *very slightly* alcoholic.

Outside of the US, many countries in Europe don't have this deep puritanical fear of alcohol being consumed by teenagers. In moderation and chaperoned by adults and school faculty, it's not really an issue.

A classic mead recipe doesn't even ferment to have a high alcohol content, and a butterbeer would most likely just be a very additional content heavy drink.
I'd wager it to be light enough to be considered "non-alcoholic" by most standards.
