That was exactly the problem I had!
It's fixed for me now and I was able to complete the quest a few days ago. After the patch/update that downloaded on the 10th or 11th, I decided to run a "Verify integrity of game files" and when I loaded it up after that and went back to that quest it was fixed and I was able to get the last book. I don't know if it was the patch or the verify that fixed it.
To do the verify game files, you have to the game's properties in steam, select "Local Files" and there's an option there called "Verify integrity of game files" It basically checks through all the game files for anything corrupted/broken and replaces those files. It will only fix an issue if that issue is being caused by a corrupt file, but it's usually worth a try if reloading etc. hasn't worked
Indeed. None of the books in this quest are in restricted area. Perhaps you found a field guide page and thought it was a book.
Often times the best method is not to use aim down sights (hold rightclick) but just look in the general direction of the book and Accio. It seems to catch them better that way.
