The game has some glitch or error in its coding that causes the issue. This is verified by going into the menu, letting the stuttering subside, then backing back out into the game, which is then immediately smooth, until you run into another area and it stutters again. Its like the GPU is bogged down loading stuff but then when its done cant catch up, until you open the menu and allow it to "catch up". Im no GPU hardware/software expert, but thats what it seems like.
I noticed that playing on my 2nd monitor (1080p; main one is 1440p) fixed it.
I can constantly play the game with minimal dips at 60fps.
Switched back to my main screen and changed the frequency to 60hz (down from 144) and tried it out as well.
Surprisingly it worked.
On the old screen I can now run it on Ultra and on the main screen I switched to High settings.
There are still minor dips
Upscaling set to None (running native at 1440p)
60fps cap (vsync on)
AA = Nvidia DSS
Reflex Low Frequency = On + Boost
Even though running at 60fps looks way to choppy and not smooth as compared to playing with 144hz, but at least I can get stable framerate now, until some better optimization has been done/new driver published.
I hope it stays like this for now

So what's the fix for this specific issue?
You clearly don't understand what's happening behind the scenes. It isn't playing the game on max settings in 4k with 16gb its got lower settings and upscaling running. We are talking about PC anyway... 4k ultra has a 32gb minimum. If you run it on lower settings and lower resolution you can get by with 16gb but 16gb is below the minimum for most games wanting to run on the highest settings. End of story.. If you aren't rocking atleast 32gb you are behind the times right now.
It seems that RTX user having this problem. NVDIA needs to sort this out, and ofc developer needs to optimized the game with RTX user. Clearly this is not normal. 💔
Make sure you turn off reflex low latency. You can then use nvidia profile inspector to increase the pre-rendered frames.. adds some lag but the spikes aren't so harsh
I am not expecting a huge graphics or anything, but somehow it's super poorly rendered.
