If you turn off DLSS, it will jump to your native resolution.
Oh, ok, well.. I am out of ideas. It's just i had this same blurry thing and turning off DLSS fixed it. I am not sure, what else could force downscale.
Go to your AppData\Local\Hogwarts Legacy\Saved\Config\WindowsNoEditor and find Engine.ini, and add these lines.
[SystemSettings]
r.PostProcessAAQuality=0
Turning it off will make hair and tree leaves pixelated and look like they're missing textures, because TAA is bluring them and hiding the holes. I much prefer this look and performance boost over the Vaseline smeared on my monitor, at least at 1080p.
Of course any upscaling like DLSS is overwriting the TAA so they both need to be disabled.
